Thanks for the heads-up. As the date July 7 must have been chosen to be just after Ramadan, this evidently puts us in the Ramadan-prediction business again in Egypt. One possibility is that they are reverting to the rules they in 1995-2010 but with a Ramadan exception and delaying DST until the end of October; another is that they will also change the spring transition to be (say) March's last Thursday, to be closer in sync to current EU rules. Anything's possible, but for now let's guess the former. Proposed patch attached.
