Daylight Savings here in Egypt has been a mess for the last 2 (maybe 3) years. Between the last minute decisions to use it or not, and the lack of any official published stance on the issue, we've been dealing with messed up time zones pretty regularly. Hi,
Basically I agree, that people will listen their phones and computers. But it is impossible to deploy all the updates for all around the world in time. Consider for example the Android phones. How much of them will use 2016e in time? Consider the Windows comuters at two companies. Will both updated to 2016e in time?
IMHO by the last DST change in turkey, governments should learn the lesson: this kind of change cannot be spread around properly. http://www.bbc.com/news/world-europe-34631326 I would expect the same results for Egypt.

We listen to Paul. The world’s computer’s will listen to Paul. And the people of Egypt will listen to their phones and computers. :-)
