Unfortunately, "end of October" is very vague, but we at timeanddate.com would assume a rule like this for it, based on their historic end dates:

We also assume it will start at the end of July 7 (midnight between Thursday and Friday).

I found it interesting that EgyptAir seems to have assumed DST to start in April (like it previously did in 2010), and therefore this obviously causes problems with the schedules:
