[Russia] Saratov region is moving to UTC+4 at [preliminary] Nov 27, 2016
Hello. Today Russian Duma has approved in 1st read (of 3) Law project №1058438-6 that will move Saratov region to UTC+4. Project card: http://asozd2.duma.gov.ru/main.nsf/%28SpravkaNew%29?OpenAgent&RN=1058438-6&0... Preliminary date of change is November 27, 2016. As I think new timezone "Europe/Saratov" should be created in tzdata. I will inform you as soon as President will approve Law project. -- Best regards, Yuri Konotopov

Yes, thanks, that sounds right. Please let us know when this change is approved (in particular, the time of day for the change). Although recent changes like these have tended to occur at 02:00, it would be nice to have the time confirmed.

My apologies, I sent wrong Law project number and card link. Actually there are 2 Projects of Law. One I sent (by Deputy Alimova) is suspended because Saratov Regional Duma made another one. Project of Law from Saratov Regional Duma is №1083558-6 and it's approved in 1st read by Russian Duma. Although that evidently didn't happen and presumably the transition date has changed, I couldn't see any later proposed date on duma.gov.ru. (Sorry, my Russian is a bit rusty.)

Date Nov 27 was proposed by State Duma's Health Committee (according to mass media), however there is no official document in ASOZD with such date. On Nov 3 there is was State Duma's Health Committee session that should propose new date for 2nd State Duma's read. Commitee protocol is not published yet. -- Best regards, Yuri Konotopov

Project card was updated [1] by Duma's Health Comitee. Time Nov, 27 02:00 was officialy proposed to 2nd and 3rd State Duma's reads. 2nd (and hopefully 3rd) read should occur at Nov, 11. There was an incident this summer when a law signed by Putin differed slightly from the text published on the Duma's website (five vs. ten years of arms licenses validity period IIRC). This was resolved by declaring version on the Duma's website erroneous and replacing it after the fact. Anyway, official publication of the law should be on http://publication.pravo.gov.ru/SignatoryAuthority/president Most often this happened around Mondays so far.

The bill moving Saratov oblast to the third time zone (UTC+4) was approved today in the second and third readings. The texts on http://asozd2.duma.gov.ru/main.nsf/(Spravka)?OpenAgent&RN=1083558-6 have transition on 2016-12-04 at 2:00 since yesterday. The bill still needs to be approved by the Federation Council (or ignored by it for 14 days), signed by the President and published to become a law. The bill is currently listed on the preliminary agenda for 2016-11-16 meeting of the Federation Council at http://council.gov.ru/activity/meetings/73441/agenda/ .
Thanks for the heads-ups. At this point I guess the change is considerably more likely than not, so I installed the attached proposed patch into the development sources. I would like to hold off on releasing a new version until the change becomes law.

Makes me wondering what ordering is used here.
It's supposed to make some sort of geographic sense, which is in general impossible when mapping the surface of the globe to a linear list. With Saratov in there the new ordering seemed a tad nicer.
