Thanks, if I'm reading the text of the bill for the first reading <http://asozd2.duma.gov.ru/main.nsf/(ViewDoc)?OpenAgent&work/dz.nsf/ByID&8FDD...> correctly, the proposed change would have taken effect on 2016-07-31 at 02:00 local time. Although that evidently didn't happen and presumably the transition date has changed, I couldn't see any later proposed date on duma.gov.ru. (Sorry, my Russian is a bit rusty.)
