Date Nov 27 was proposed by State Duma's Health Committee (according to mass media)
Project card was updated [1] by Duma's Health Comitee. Time Nov, 27 02:00 was officialy proposed to 2nd and 3rd State Duma's reads. 2nd (and hopefully 3rd) read should occur at Nov, 11.

The bill moving Saratov oblast to the third time zone (UTC+4) was approved today in the second and third readings. The texts on http://asozd2.duma.gov.ru/main.nsf/(Spravka)?OpenAgent&RN=1083558-6 have transition on 2016-12-04 at 2:00 since yesterday. The bill still needs to be approved by the Federation Council (or ignored by it for 14 days), signed by the President and published to become a law. The bill is currently listed on the preliminary agenda for 2016-11-16 meeting of the Federation Council at http://council.gov.ru/activity/meetings/73441/agenda/ .
