Today State Duma had approved in 2nd and 3rd reads Project of Law with final date - Dec 4, 2016 02:00 UTC+3.

So at Dec 4, 2016 02:00 UTC+3 Saratov Region's local time will be Dec 4, 2016 03:00 UTC+4.
