Dear OFB members, Reminder, see blog below https://www.icann.org/en/announcements/details/preview-the-icann-fy2731-ope… The Internet Corporation for Assigned Names and Numbers (ICANN) has thoroughly considered the community's feedback on the Operating and Financial Plans for fiscal years 2027–2031 (FY27–31), incorporating revisions where appropriate, but making no material changes to the plans. ICANN requested community input on the Draft ICANN FY27 Operating Plan and Budget, the Draft ICANN FY27–31 Operating and Financial Plan, and the Draft FY27 Internet Assigned Numbers Authority Operating Plan and Budget through a Public Comment proceeding that ended on 12 February 2026. ICANN staff prepared a summary report on the feedback, which has been published on the Public Comment proceeding page<https://www.icann.org/en/public-comment/proceeding/icann-fy2731-operating-f…>. As a key element of transparency, ICANN will publish the updated plans on the Public Comment proceeding page ahead of consideration by the ICANN Board of Directors, which is expected to take place in May 2026 Additionally, ICANN is holding an informational webinar to present the community's input and the updated plans. Hello All, Attached please find a communication that I submitted to ICANN last night in connection with the proposed allocation of additional funds from the 2012 auction proceeds to top-off the Applicant Support Program (ASP). While I support this initiative in line with the GAC and ALAC, I believe the way Tripti and the ICANN Board have proposed to proceed is fundamentally flawed. I am posting it here because I believe this communication touches on some of the broken aspects of ICANN’s governance model. I will also be cross-posting this to the CPWG mailing list, as I believe it is directly related to a policy matter before the board. Best regards, Michael

Others and I will likely create new threads, but I wanted this history to be preserved and to provide some background for those who are not subscribed to the CPWG mailing list. Best regards, Michael <BEGIN CPWG THREAD> Dear All, I find the points raised particularly important from an end-user perspective, especially where structural dynamics within the DNS ecosystem may influence the effectiveness of efforts to address DNS Abuse. From the At-Large perspective, it is useful to recall that DNS Abuse is not only a technical or contractual compliance issue, but also one that directly affects user trust, safety, and confidence in the Internet. Where structural or market dynamics risk creating disincentives to act on abuse mitigation, there may be implications for the stability and accountability of the DNS as a global public resource. I also find the observations regarding vertical integration and potential imbalances in influence between different parts of the contracted parties ecosystem noteworthy. While these questions may extend beyond the narrow scope of DNS Abuse PDP 1, they appear relevant to the broader question of whether existing governance mechanisms adequately support timely and effective responses to systemic risks affecting end users. In that regard, it may be helpful to ensure that discussions taking place in fora such as OFBWG and the Review of Reviews CCG remain visible and accessible to the At-Large community, so that end-user considerations continue to inform any future structural or organizational review processes. Strengthening feedback loops between policy discussions and review mechanisms could help ensure that emerging risks are identified early and addressed in a holistic manner. Ultimately, maintaining confidence in the multistakeholder model requires that all stakeholder groups, including end users, are able to meaningfully contribute to discussions where structural or economic factors may affect policy outcomes related to DNS Abuse. I therefore support the suggestion that we consider how best to channel this discussion into the appropriate fora while ensuring continuity of the issues raised here, particularly where they may have longer-term implications for end-user protection and trust in the DNS. Dear OFB WG members, Kindly see the announcement below: ************** Dear Community-Finance Mailing List: ICANN published the Public Comment Summary Report for the draft ICANN FY27–31 Operating & Financial Plan, the draft ICANN FY27 Operating Plan and Budget, and the draft IANA FY27 Operating Plan and Budget. The proceeding ran from 16 December 2025 to 12 February 2026. The report has been published on the Public Comment Proceeding page. ICANN plans to publish the Proposed for Adoption ICANN FY27–31 Operating & Financial Plan, ICANN FY27 Operating Plan and Budget, and the IANA FY27 Operating Plan and Budget documents on the Public Comment Proceeding page on 22 April 2026 so the community has an opportunity to review the documents before the Board takes decision in early May 2026. Additionally, ICANN will then host an informational webinar on 23 April 15:00-16:00 UTC to present the community's input and the updated plans. The webinar will be recorded, and the recording will be posted on the ICANN Finance and Planning Community Group Workspace. ICANN encourages the community to register to attend this webinar.
