When I get messages from this list, the .УКР in the subject line does not come through; although it's fine in the body of the message. That was true for Andre's original message, although the "scam alert" is new in this iteration.
Chinese and Arabic spammers that target me have no problem with subject lines in Chinese and Arabic, so I'm wondering whether it's something in the mail-list software used by ICANN.
