Sakhalin, Ulyanovsk, Altai Republic, and Altai Krai have all been approved by both legislative bodies, and are awaiting signature by the president. Magadan has no approvals yet. It is on the agenda for discussion for March 15th, per the meeting notices published at http://asozd2.duma.gov.ru It seems unlikely to me that it will pass with a March 27th effective date as currently written, but that's just my opinion. It is a dicey situation. Also, suppose President Putin rejects the bills for Sakhalin etc.? Suppose they languish on his desk until late this month? It's not realistic to expect all the systems in the world to update their time zone tables on such short notice. Does anyone on this list know President Putin well enough to bring the matter up? :-)

The github version of Novosibirsk appears to be wrong for historical data (right for Tomsk, wrong for Novosibirsk? not clear). There are other historical errors. I haven't had free cycles to fix this, so I'm inclined to back out the Novosibirsk change for now and then push out a new release in the next couple of working days. We can worry about Russian historical data later.

Wrong for both. Also, zone{1970,}.tab contain post-2016-03-27 offsets from Moscow for Europe/Astrakhan, Europe/Ulyanovsk and Asia/Barnaul but pre-2016-03-27 ones for Asia/Chita and Asia/Sakhalin.

An update on Magadan. The bill has had its second reading in the State Duma, and has been amended to have an effective date of April 24th 2016 at 2:00 AM local time. Thanks for all the work you've put into updating the Russian tzdata entries. I combined your commentary and proposed changes into the attached proposed patch, which I installed into the experimental version on GitHub. In this version, only a few minor pre-1992 changes are visible to users. Although I expect that we will need new zones Europe/Kirov and Asia/Tomsk (as their post-1970 disagreements with existing zones seem to be supported well enough), for now I'm commenting out these new zones as I haven't had time to look into rumors about their pre-1990 data yet. We will need a new release soon for Azerbaijan, as 2016b is wrong starting on March 27. Chile is less urgent (May 15) but is also an issue. Magadan and Tomsk are still up in the air (their changes are not finalized by Russia yet, and so are commented out in the current experimental version).

This bill was approved in the first reading today. It moves Tomsk oblast from UTC+6 to UTC+7 and is supposed to come into effect on 2016-05-29 at 2:00. The bill needs to be approved in the second and the third readings by the State Duma, approved by the Federation Council, signed by the President and published to become a law. Minor changes in the text are to be expected before the second reading (references need to be updated to account for the recent changes). Judging by the ultra-short one-day amendments period, recent similar laws, the State Duma schedule (http://www.duma.gov.ru/legislative/planning/day-shedule/por_vesna_2016/) and the Federation Council schedule (http://council.gov.ru/activity/meetings/schedule/63303) I speculate that the final text of the bill will be proposed tomorrow, the bill will be approved in the second and the third readings on Friday, approved by the Federation Council on 2016-04-20, signed by the President and published as a law around 2016-04-26.
