Note that time belts (numbered from 2 (Moscow) to 12 according to their GMT/UTC offset and having too many exceptions like regions formally belonging to one belt but using time from another) were replaced with time zones in 2011 with different numberings (there was a 2-hour gap between second and third zones in 2011-2014).
