The bill has had its second reading in the State Duma,
First reading. The bill is currently proposed to be approved in both the second and the third readings on 2016-03-22. It might be in time to be approved by the Federation Council on 2016-03-23.
and has been amended to have an effective date of April 24th 2016 at 2:00 AM local time.

It still needs its third reading in the state Duma, passage in the Federation Council, then signing by the President.
