proposed tz changes for Brazil DST, Asia/Gaza, tzfile.5, and comments

It's time to update tz, as the clocks in much of Brazil do not currently agree with what tz claims. Here's a proposed patch that address the following issues that have accumulated over time. * Update the rules for Brazil's summer of 1997-1998, thanks to Daniel C. Sobral <dcs@gns.com.br>. Now the Pope is getting into the daylight-saving act! * Change Asia/Gaza to use Jordan's DST rules starting in 1996, and observe the Zion rules from 1940 through 1947, as suggested by Amos Shapir <amos@nsof.co.il>. * Mention size of reserved-for-future-use space in tzfile.5, as suggested by Denis Excoffier <Denis.Excoffier@ens.fr>. * The CIA no longer claims that Uzbekistan has two time zones, so remove commentary dismissing that claim. * Use comment headings that reflect the ISO country code table more accurately for UK/Eire, Denmark, Faeroe, Greenland, Svalbard, Jan Mayen, China, Taiwan, Korea (North and South), US minor outlying islands, and French Southern & Antarctic Lands. This was suggested by Dave Skinner <dave@kirdu.jpl.nasa.gov>. Palestine is still a special case; it has no ISO country code but has its own section regardless, as I expect it to get a country code eventually. * Update and correct URLs, some of which have become outdated. However, it is safe to use it when designating this "country". As it seems that PNA have the relevant authority in matter of timezones, I think this is what we should use. The "name" of the "country" is still a problem. I suggest Palestine (as we do currently in the asia file), but this is not universaly accepted. May be adding some comments?

Hum... I was the author of the lines above, and I carefuly choose to write this way. There is some problems about the international recognition of France's claim over Terre Adelie. In France, the name is without any doubt "Terres australes et antarctiques francaises" (with a cedilla below the c in francaises; this is sometimes spelled "Terres Australes et Antarctiques Francaises", but I regard this as a minor spelling error, as capitals are not needed in French here). This can be translated to English as you do. However, the ISO 3166 text seems to say "French Southern Territories" (in the English version); I have not access to the official text, but this is what all the on-line versions say. As I understood, your information come from Shanks, but I bo not know what is its sources, and if they are more official. Do anyone have easy access to the text of ISO 3166 (BTW, a new version was published a year ago)? Also, in zone.tab, we list Dumont d'Urville base under the code AQ, and not under TF. This is reflecting the opposite position to the use of your name... However, the ISO 3166 text seems to say "French Southern Territories" (in the English version) By design, iso3166.tab does not contain the official ISO 3166 text; it contains names useful for English-speaking users of programs like tzselect to choose time zone names. Typically the names are the same, but when the ISO 3166 names are too long for tzselect to put into columns, or might be confusing when presented in tabular form, I felt free to adjust them. With this in mind, I think ``French Southern & Antarctic Lands'' is slightly better than ``French Southern Territories''. The former term is not only closer to the original French, it is also clearer to the typical English-speaker who might otherwise think that ``French Southern Territories'' means Corsica or Marseilles. :-) Also, in zone.tab, we list Dumont d'Urville base under the code AQ, and not under TF. This is reflecting the opposite position to the use of your name... This is a somewhat delicate issue, but my understanding is that, as one of the original signatories of the Antarctic Treaty, France has agreed to suspend its territorial claims, just like New Zealand, Australia, etc. So, as a practical matter, Dumont d'Urville is more like the other entries under AQ than it is like Indian/Kerguelen. I agree that the political ice is a bit thin here, and that France is a special case because of the distinction between FR and TF. However, it still seems to me to be more practical to leave Antarctica/DumontDUrville in AQ, particularly since one of the goals of the table is to map points like Antarctica/DumontDUrville to locations inside polygons that correspond to country codes like AQ.
