São Tomé and Príncipe is about to do the following on Jan 1, 2019: http://www.stp-press.st/2018/12/05/governo-jesus-ja-decidiu-repor-hora-legal... “O Conselho de Ministros, relativamente a hora legal de São Tomé e Príncipe, decidiu que a partir de 1 de Janeiro de 2019 será reposta a nossa hora secular” I don't read Portuguese but this sounds like a change.
