São Tomé and Príncipe is about to do the following on Jan 1, 2019: http://www.stp-press.st/2018/12/05/governo-jesus-ja-decidiu-repor-hora-legal... “O Conselho de Ministros, relativamente a hora legal de São Tomé e Príncipe, decidiu que a partir de 1 de Janeiro de 2019 será reposta a nossa hora secular” I don't read Portuguese but this sounds like a change. Thanks, this is news to me. STP-Press is the official news agency of the national goverment, so it's reasonably authoritative. Last year, Michael Deckers found a government-sourced URL for last year's change <http://www.mnec.gov.st/index.php/publicacoes/documentos/file/90-decreto-lei-...> which said that the transition was at 01:00. I can't find anything like that this year, so we can leave the transition time out (defaulting to 00:00 local time). Proposed patch attached. Looks like we'll need another release soon, as the change takes effect in 48 hours or so.

This would be quite be confusing: there would be two New Year's in a row. Obviously, the step has to be done from 02 h to 01 h (or even later). That is corroborated by the decree 34/2018, online at [https://www.legis-palop.org/download.jsp?idFile=102818]: "A hora legal do Pais, que coincide com o tempo universal coordenado, será reposta às 2 horas, no dia 1 de Janeiro de 2019." [The legal time of the country, which coincides with universal coordinated time, will be restituted at 2 o'clock on day 1 of January, 2019.] The decree has been published on 2018-12-11.
