Paul Eggert is the designated "TZ Coordinator" as described in RFC 6557.
As for list coordinator, right now I am the one filtering through the spam in the moderator queue and tweaking Mailman configurations until things are bedded down.
These Coordinator's powers over a mailing list are the same as a WG Chair. ICANN/IANA is just here to provide a platform to allow the group's work to be executed. I suspect decisions on how the dynamics of how this list moderates or manages its participation rightfully belongs with the group and/or TZ Coordinator rather than with what I think. Within reason, we can implement changes, new lists, or other technical approaches to support your work as necessary.
