I was like who could think it was anything but a joke? Then I realised politicians might just be dumb enough to try and write that into a law. I think you may need a more direct explanation, as I don't think "April Fool's Day" is necessarily known in all cultures. I think that the context of April 1 is readily accessible to anyone who can read English and that the risk of damage here is small.
"can read English" is restrictive. Clarity is precious, and enigmatology is misplaced here.
