It's also common in Egypt to change on Thursdays at 24:00, and May 15 is a Thursday. Therefore, a transition at 24:00 is quite plausible.
Can you please contact the Egyptian government for a definitive statement here? While you're at it, perhaps you can ask for exactly when the other three changes will occur this year (date and time of day), but May 15 is obviously the most pressing. Thanks.
