Yes, and I can point to another two or three recent news articles in Turkish that are equally confusing. Even the normally-reliable timeanddate.com is confusing in this area. <https://www.timeanddate.com/news/time/turkey-new-dst-2018.html> currently says "Turkey has reversed its decision to introduce DST in 2018 and will stay on Turkey Time (TRT) permanently." This agrees with tzdb. But the same web page goes on to say "On October 28, 2018, clocks in Turkey will be set back 1 hour from 04:00 (4:00 am) to 03:00 (3 am), local time." This disagrees with tzdb (and with the earlier part of the same web page). For what it's worth, <https://www.timeanddate.com/time/change/@298795> agrees with tzdb.
