Sounds good in theory, but in practice 2010 was inconsistent. According to our data, most transitions were Thursday at 24:00 but one was Tuesday at 24:00. So, Thursday at 24:00 is a plausible guess but it's by no means a lock. Plus, our data say that in 2009 the rules were different yet: the spring-forward transition was Friday at 01:00. So it's plausible that this year the day-of-week or time will be different from 2010.
