This news would fit well with the impression that the change was done on short notice.
"qui ont émis" = past of "émettre" = past of "created themselves" in others words "print their own plane tickets" on this sentence, "obtained" is the best logical verb excepting if all plane tickets was available on the net ;) --- Sébastien WILLEMIJNS
