The article says that the measure is now being processed by "Deputados", to be approved today.
I still haven't seen the text of the proposal that they are voting about, and especially it is not clear what is meant in news articles about "from 30.th of December" which to me would be 2007-12-30 0:00 and "starting midnight of 30.th. December" which to me means 2007-12-30 24:00 or rather 2007-12-31 0:00. I agree that without further information it is probably more likely to be 2007-12-30 0:00 as Paul Eggert has proposed for a tz database change. But the actual text of the (future) law would be helpful.
