Looks like that bill was approved in the first reading by the State Duma. The second and the third readings can happen next week or this Friday. Then the Federation Council can approve the bill on 2016-06-29. Text from the first reading schedules transition on 2016-07-03 at 2:00. The date can be amended before the second reading (amended text will likely be known by Friday).
Healthcare committee of the State Duma proposed that the bill will be approved in the second and the third readings on 2016-06-21. The bill was amended to change transition date to 2016-07-24. Given that next sitting of the Federation Council is scheduled on 2016-06-29 it is likely that the bill will be signed by the President and published as a law around 2016-07-04.
