Saratov and Novosibirsk proposed to change their time zones

Hi, Search for "об исчислении времени" on http://asozd2.duma.gov.ru/main.nsf/SearchUD?OpenForm revealed 3 new bills changing time zone borders in Russia: http://asozd2.duma.gov.ru/main.nsf/(Spravka)?OpenAgent&RN=1058438-6 and http://asozd2.duma.gov.ru/main.nsf/(Spravka)?OpenAgent&RN=1083558-6 move Saratov oblast from UTC+3 to UTC+4. http://asozd2.duma.gov.ru/main.nsf/(Spravka)?OpenAgent&RN=1085784-6 moves Novosibirsk oblast from UTC+6 to UTC+7. Given that the last two bills are proposed by regional parliaments, they are likely to be approved. When is less clear. The bills currently have effective dates in July, but that can be easily changed before the second readings. And they are just received while there are only 4 weeks before the summer break in the State Duma.

Looks like these bills are being planned for first reading in October.

Looks like that bill was approved in the first reading by the State Duma. The second and the third readings can happen next week or this Friday. Then the Federation Council can approve the bill on 2016-06-29. Text from the first reading schedules transition on 2016-07-03 at 2:00. The date can be amended before the second reading (amended text will likely be known by Friday).
Given that the last two bills are proposed by regional parliaments, they are likely to be approved. When is less clear. Healthcare committee of the State Duma proposed that the bill will be approved in the second and the third readings on 2016-06-21. The bill was amended to change transition date to 2016-07-24. Given that next sitting of the Federation Council is scheduled on 2016-06-29 it is likely that the bill will be signed by the President and published as a law around 2016-07-04.

Thanks for the heads-up. Since it seems so likely this will go through, I'm attaching a proposed patch that I have installed into the experimental tz database on Github. While I'm in the neighborhood this patch also removes invented abbreviations for Asia/Novosibirsk by switching to numeric abbreviations for that location and for Asia/Novokuznetsk (which used the same invented abbreviation).
