IANA/ICANN should fine the CC TLD $1M/day for each day under 32
between the regulation, decree, or law being published and the day of
the time change, and add $1M for each transition if they do not publish the time of day.
This management fee should be added to all CC TLD contracts.
Income could be spent reminding governments to plan time changes well ahead.
I'd split the royalties for the idea with Paul and ADO! ;^>
