The *B root server* is actually maintained by *I*nformation *S*ciences *I*nstitute (ISI), *U*niversity of *S*outhern *C*alifornia (USC). That information is listed here: http://www.root-servers.org and https://b.root-servers.org and the contact email is supposed to be: b-poc@isi.edu <mailto:b-poc@isi.edu>.
It is likely some of their personnel were participating in DNS OARC 27 <https://indico.dns-oarc.net/event/27/> and may be currently attending NANOG 71 <https://nanog.org/> in San Jose, CA at the moment. If you know anyone there, maybe they can link you up to the operator.
