First up, I'm still digesting but it looks like great work. Congrats!
The B root server is actually maintained by Information Sciences Institute (ISI), University of Southern California (USC). That information is listed here: http://www.root-servers.org and https://b.root-servers.org and the contact email is supposed to be: b-poc@isi.edu.
It is likely some of their personnel were participating in DNS OARC 27 and may be currently attending NANOG 71 in San Jose, CA at the moment. If you know anyone there, maybe they can link you up to the operator.
