Alejandro, todos,
El documento al que se refiere Dev es un documento sobre el cual estuvimos
trabajando para proponer modificaciones a los Principios Operativos de
LACRALO actualmente vigentes.
Esto es parte del Grupo de Trabajo de Gobernanza de Internet (sobre el que
estuvimos trabajando especÃficamente Vanda, LeÃ³n y yo, sobre la base de un
documento con varios puntos de acuerdo a los que habÃamos arribado para la
reuniÃ³n de Costa Rica).
Este documento todavÃa estÃ¡ en proceso de discusiÃ³n interna de este grupo
de trabajo para acordar sobre estas propuestas de modificaciÃ³n, por lo que
no entiendo por quÃ© Dev en esta instancia, sin consultar con todo el grupo,
lo envÃa a toda la lista.
No hay ningÃºn problema con circular este documento a toda la lista, solo
que todavÃa estabamos esperando acordar sobre algunos puntos y ademÃ¡s que
estÃ© lista la traducciÃ³n de dicho documento al inglÃ©s. Esto fue solicitado
al Staff aunque todavÃa no lo ha publicado.
Dev, cuando te refieres a los principios de la buena gobernanza, las
caracterÃsticas a las que te refieres se encuentran incluidas como una
clÃ¡usula especial llamada "clÃ¡usula de interpretaciÃ³n", que obviamente
todavÃa estÃ¡ abierto a discusiÃ³n de todo el grupo.

I don't think I will be able to attend this call. My apologies
However, I've often linked to

and the opening summary
"Good governance has 8 major characteristics. It is participatory,
consensus
oriented, accountable, transparent, responsive, effective and efficient,
equitable
and inclusive and follows the rule of law. It assures that corruption is
minimized, the views of minorities are taken into account and that the
voices of the most vulnerable in society are heard in decision-making. It
is
also responsive to the present and future needs of society."
Given the proposals to date introduced on the last call, which in my
opinion
goes against good governance, I suggest that this document be translated
by
ICANN into Spanish so that the concepts in that document can be better
read,
understood and discussed.
I have several proposals in mind, some include
- introducing diversity requirements for chair and secretariat similar to
current diversity requirements for the ALAC
- introducing additional diversity requirements for the ALAC positions
- allowing individuals or unaffiliated persons to be full members (with
the
same privileges) in LACRALO
and will have more details on these in time for the next WG call.
