Jaqueline: Lo que Carlos dijo es verdad! Sólo es distinta a su punto de vista. En el otro lado, las organizaciones solicitantes se convierte en una ALS a través de una cierta
proceso. Ese proceso no termina, o al menos no podía acabar con el voto de la ALAC. Todo esto debido a que la comunicación de este acto, después de haber sido hecho, es ESENCIAL para dar publicidad (a todos) del mismo hecho. Esto es transparencia! - Una verdadera transparencia -
Im muy interesado en mi participación en el futuro cercano, para crear un grupo de trabajo o algo así, se encarga de controlar y hacer a la interpretación de las normas de Estatutos y las normas de OP, porque hay muchas reglas incumplido o violado en muchas CCAA de ICANN / OE, y no hay sanciones por eso, esto es, en mi punto de vista, una grave situación de resolver. Estoy viendo un manejo muy extraño de las reglas y su uso a fin de satisfacer ciertos intereses.
He aprendido en mi vida de la ICANN, que hay muchas opiniones y puntos de vista differentes, y no siempre es mi propia opinión es la mejor, tal vez muchos otros comprender esto. Estoy seguro de que podemos construir una mejor organización.

Siento que estar en desacuerdo con usted, pero lo que Carlos escribió NO es cierto.
Las reglas son muy claras. Un ALS se convierte una ALS a través de un cierto
proceso. Este proceso termina con el voto de la ALAC.
Ese voto a favor de la organización convertirse en una licencia previa, y ese voto
SOLO es lo que es necesario contar con una organización convertirse en una ELA y
por lo tanto, parte de la estructura RALO.
Como tal, todos los ALS certificadas en la votación el 14 de marzo fueron, en
el cierre de la votación y el anuncio de los resultados de tales
voto, ALS, y dio la bienvenida como tal en el At-Large por el Presidente del
el ALAC. Yo estaba allí, vi que esto suceda. No puede haber controversia en cuanto a
ya se trate de ALS fueron, desde ese momento, y la participación activa
ALS en el sistema Ralo.
Así pues, dado que la Asamblea General comenzó después de que el voto, todos los ALS certificada por
ALAC, incluidos los certificados en el mismo día, fueron elegibles para

Una vez más, mi hermano, yo entiendo muy bien que hubiera sido más
cómodo sabiendo lo que ocurrió. Y la comunicación a la ELA es una
función principal de los representantes de LACRALO a ALAC. Observe con cuidado
el destinatario de la comunicación de Personal; ISOC-TT. Son miembros de LACRALO
simplemente se copian por cortesía.
Que ni la comunicación de ALAC thru LACRALO ALAC representantes
ni el mensaje de copiado de Personal no ocurrió en un corto período de tiempo no puede ser
en su contra ISOC-TT. Tampoco sería una razón suficiente para negar o
retener cualquier de los beneficios de la membresía de la LACRALO otorgado a la ISOC-TT
por el ALAC. Eso sería una grave violación de los principios de la física
la justicia.

Mi hermano Carlos:
Estoy en la India y la lectura de este. Aunque no me gusta estar en desacuerdo con usted, lo hago
creo que en este caso cometió un error de hecho y de los principios.
El proceso de ratificación ELA se fija en el tiempo. En primer lugar, una aplicación de
la solicitud de la ELA de la ICANN para recibirlo en la comunidad At-Large. La ICANN
compromete a la solicitud a la ALAC para la acción. ALAC tiene un proceso, así
documentado para estas acciones. ALAC continúa con su fase de due diligence
de acuerdo a las normas de procedimiento. Esto incluye el envío de una solicitud de
la RALO para el consejo.
Una vez recibido el asesoramiento de la RALO, la cuestión sometida a votación de ALAC
miembros es si se debe 1) Aceptar 2) Rechazar o abstenerse 3) de aceptar la
consejo de la RALO.
En el caso de ISOC-TT, asesoramiento LACRALO a la ALAC fue aceptar y
Certifico que esta ELA. Ese voto fue tomada durante la reunión de ALAC el 14 de marzo.
Tan pronto como que se vote y largo plazo a fin de que el voto es quórum y largo plazo para
como la votación es afirmativa, entonces ISOC-TT es un miembro de pleno derecho de
LACRALO.
Representantes de LACRALO a la ALAC puede haber perdido la votación, creo que la
registro de por lo confirmaría. Pero ese voto fue válidamente constituida y, afirmativa. Y
en virtud de estos hechos, la ISOC-TT se convirtió en un miembro pagado en su totalidad de LACRALO
el 14 de marzo con todos los derechos y privilegios correspondientes.

Es cierto lo que Carlos Aguirre, dijo sobre el anterior y notificatin
publicidad, pero lo que le ocurrió en esta situación particularmente es que en Costa
Rica, el Presidente y la Secretaría de LACRALO se pregunte por la región
consejos para la ISOC Trinidad y Tobago, y luego votó a favor de que el ALAC. Cuando ISOC T & T fue
APROVE, el presidnte de esa organización me pregunta personalmente, si fuera
posible que el ISOC de T & T pueden participar en los eventos en Costa Rica. He encontrado
ninguna razón para negar esta solicitud, ALAC desicion ya se habían tomado, y
representantes estaban allí en la reunión. Así notificatin y la publicidad era
tomada por la reunión de ALAC es público y todo el mundo debería haber sido
allí.
Tal vez fue mi error por no enviar un correo electrónico la información a la lista
direccionamiento este tema para la formalización.
Por favor, hágamelo saber si alguien tiene alguna duda sobre esto.

Bueno, hasta donde yo sé, y por lo menos desde 2005, la notificación oficial
de un nuevo ELA es el voto por el ALAC, no el mensaje de cortesía de bienvenida que se refiere
para aquí.
También estoy en una pérdida con respecto a la "objeción" post "notificación" que se refieren
a - nunca ha habido tal proceso. Cualquier objeción es de la región,
y está registrada Antes de la votación del ALAC.
Por supuesto, estoy seguro que los miembros actuales del ALAC puede aclarar lo que el actual

Jacqueline. La comunicación, más que ser una simple cortesía, es importante para la validez de un acto, ya que dar aviso a nuestros usuarios finales en la región, y en todo el mundo, de la certificación de la ELA y dar la transparencia necesaria y obligatoria en nuestro ICANN estatutos. Después de notificar a la certificación de la ELA, y no se recibe ninguna objeción, la ELA puede participar activamente. Antes de eso, el acto de la certificación es desconocido para los usuarios finales y la transparencia necesaria no se ha completado.

Como yo no soy un abogado, tal vez hay algo que me perdí, pero de lo que conocemos como los procedimientos de ALAC, de estar sentado tanto en el ALAC provisional, así como la ALAC y de ser Presidente de ambos, el ELA está certificado al final de la ALAC voto, y plenamente capaces de participar, y el correo electrónico de bienvenida es simplemente un acto de cortesía.
Sin embargo, dado que Cintra no era el representante de ISOCTT en la Asamblea General, sino más bien, un representante de una licencia previa certificación desde el año 2006, creo que su punto acerca de su participación en el GA nula y sin efecto de ser no sobre la base de eso también.

José creo que usted ha planteado esta consulta durante el primer dÃa de la Asamblea General
montaje y que se trató a continuación.
En realidad es para los representantes de ALAC de LACRALO que tenÃan la
la responsabilidad de votar en esta solicitud de ALS o la secretarÃa o el personal
para responder a usted, pero en aras del tiempo tal vez me puede aclarar
que ISOC-TT fue ratificado como una licencia previa el 14 de marzo, hubo cierta demora (estoy
suponiendo que, debido a otros asuntos urgentes) en el personal de enviar este correo electrónico.
