Hi all, ICANN just released a new draft of the new IDN guidelines, possibly the final one: https://www.icann.org/news/announcement-2018-05-10-en This is where ICANN puts rules for registries and registrars on IDN registrations, including those that are of interest to universal acceptance. I think that the draft has got better over time, but rule #17 is still about "encouraging" registries to avoid registration of whole-script confusables, rather than requiring them... and we know that any publicly noticed instance of phishing based on visual character confusion will play against universal acceptance.
