If it's TR46, it's not IDNA2003, it's IDNA2008 with TR46. TR46 is supposed to be a transition specification that, among other things, maps away the incompatibilities between 2003 and 2008. Unfortunately, since it has no sunset mechanism, it's making the problem worse, not better. I can't say for sure why UTC thinks it is an improvement.
