Country name change from Turkey to Turkiye

The time zone identifier, which is the only part of the database that users should normally see (if that), is "Europe/Istanbul". There is a Rule called "Turkey", but Rule names are internal and there is no commitment that they reflect the "correct" names of places. The Rule describing the situation in Manitoba from 1916 to 2006 is called "Winn", and no one can claim that "Winn" is the official and correct name for either Winnipeg or Manitoba. It also appears in iso3166.tab file (which is read by the tzselect.ksh script), although the comments in the file indicate that the "usual" English name for the country code is used, not the English name from the ISO 3166 tables. 2018 is a bit dated, so I checked recent changes to ISO 3166-1. None seemed relevant to iso3166.tab. However I did spot a discrepancy that seems unintended and so installed the attached proposed patch.

Yes, iso3166.tab uses the usual name; for example it says "Vatican City" instead of "the Holy See" (previously "Vatican City State"). If and when "Türkiye" supplants "Turkey" in popular use, we can change the iso3166.tab spelling; there's no rush.

In addition to what other commenters have said: this database uses the English language; labels for other languages are a matter of localization. As there is no language academy or other legal authority for English, there is no such thing as "official" in English, and it has long been the policy of the maintainers of the database to follow customary English usage. So if the government of a country wants the database to refer to it (or a location within it) by a different name, it first must convince the community of English speakers to do so in ordinary writing. -GAWollman
