proposed tz patches for Cuba, Mongolia, Turkey, Resolute, Indonesia
Here are proposed changes to the tz data reflecting most of the changes circulated recently. The changes for Cuba are the most pressing (the tz database is incorrect for today's time stamps). We still don't have reliable info for Haiti so I left it alone. I have not yet had time to carefully review the historical data for Mexico so that one is still in my in-box; sorry. Changes affecting current time stamps * Cuba observed DST starting Sunday. * Resolute, Nunavut switched from Central to Eastern time last November. (Thanks to Chris Walton.) Changes affecting near-future time stamps. * Mongolia has abolished DST. (Thanks to Ganbold Ts.) * Turkey will use EU rules this year, changing at 01:00 UTC rather than 01:00 standard time. (Thanks to Steffen Thorsen.) Changes affecting historical time stamps * Indonesia couldn't have switched from JST on August 1, 1945. Use September 23 instead, as we have a source for that date. Similarly, change Jayapura's 1944-01-01 to 1944-09-01. (Thanks to JohnTWB.) * Pangnirtung was founded in 1921, so it couldn't have been observing local time before that. Similarly, Iqaluit was founded August 1942, Rankin Inlet 1957, Cambridge Bay 1920, Yellowknife 1935, Inuvik 1953. (Some of these dates are approximate; corrections welcome.) A couple of weeks ago I reported that "Resolute" on Cornwallis Island in Nunavut Canada did not change its clocks on October 29/2006. I only had one source of information. http://www.nnsl.com/frames/newspapers/2006-11/nov13_06none.html Today I phoned the "hamlet office" to find out what Resolute was doing with its clocks. The individual that answered the phone confirmed that the clocks did not move at the end of daylight saving on October 29/2006. He also told me that the clocks did not move this past weekend (March 11/2007). He was not sure whether to refer to the local time as "Eastern Time" or "Central Time" but we did a quick time check comparing his clock vs my clock and I was able to confirm that Resolute is currently running on UTC-5. The implication is that Resolute has been on UTC-5 (Eastern Standard Time or Central Daylight Time) since April 2/2006. I was also told that the hamlet council has not officially announced what will happen next fall.
