Canadian time zones official site link
The TZ source comments for Canada references the INMS, but the link there is dead. Archive.org's last copy was taken in June 2006: https://web.archive.org/web/20060710032930/http://inms-ienm.nrc-cnrc.gc.ca/e... It appears that the INMS is/was a division of the NRC, and I've found the current time zone page for the NRC here: http://www.nrc-cnrc.gc.ca/eng/services/time/time_zones.html The pages appear very similar. Please update the comments in the TZ source accordingly. Thanks.

Might be better with the link: http://www.nrc-cnrc.gc.ca/eng/services/time/faq/index.html#Q5 which gives the 02:00 start times and zones by province with some limited footnotes: 1 Prior to November 2011, Newfoundland changed time at 00:01 local time. 2 The areas of Québec, east of 63° west longitude, do not change to daylight time and remain on Atlantic Standard time all year round. 3 The areas of Ontario, west of 90° west longitude, are in the Central Time zone and change at 2:00 a.m. local time. 4 Most of Saskatchewan uses Central Standard time all year round. Areas around Lloydminster are in the Mountain Time zone and change at 2:00 a.m. local time, as in Alberta. 5 Nunavut covers 3 time zones and all zones change at 02:00 local time.
