Dear Eggert, This is Mohammed Elsir from Zain, the first mobile operator in Sudan. Actually our mobile network sends the correct time zone which is GMT+2 as seen in below trace. [cid:image015.png@01D353DB.A197A6D0] The thing is that some devices such as most of feature/legacy/old phones accept the sent time zone and change time correctly. But some Android device such as Samsung, Huawei, Lenovo and part of HTC reject the provided time zone and display the time zone based on lookup table inside the handset. In what sense didn't they change? My Android phone's time zone menu has entries for Cairo, Harare, and Nairobi, but not for Khartoum. If it is a matter of the user's time zone settings, users need to change from (say) Nairobi time to Cairo time. On the other hand, if it is a matter of the time zone supplied from the cellular service company, then this is something for your local cell company to address.
We kindly request to communicate with Google in order to update Android OS with the changes for the handsets take the time automatically.
As I understand it, Google engineers monitor this mailing list and so already know about the time zone change. There is a gap between the time that Google releases software updates, and the time that phones actually change. For example, even though I have a Google Nexus 6P phone and live in the United States, my phone is well behind Google's release schedule: it upgraded over-the-air to Android 8.0 Oreo only last night, even though Oreo was released on August 21 *. Other manufacturers' Android phones are even slower to update. This underscores the importance of governments announcing time zone changes well in advance: we currently recommend one years' advance notice. When other countries have run into similar problems, they've had some luck by contacting the U.S. State Department and asking for its help in adjusting the priorities of commercial providers. I suggest that you contact the U.S. Deputy Chief of Mission in Sudan and ask for his advice for how to proceed. Since only some Android devices do this, it could be because each manufacturer has changed the time zone code or data on its own. If so, I'm afraid you may need to contact each manufacturer. I am using a Google device running Android 8.0 Oreo. Its clock settings for "Home time zone" do not list Khartoum or Sudan as an option. For GMT+2:00 in Africa it lists only Windhoek, Cairo, and Harare. For GMT+3:00 in Africa it lists only Nairobi. So perhaps phones running new-enough Android, or Android unmodified from Google, do not have the problem. I notice that Joda Time, which is a popular time zone package used in older Java implementations, does not yet have the Sudan change of 2017c. I'll CC: this to the Joda Time maintainer on the off chance that it's related.

The Lenovo screenshot says it is using "network-provided time zone", and that this is "GMT +03:00 East Africa Time". So it sounds like there is some problem in Lenovo's handling of the network-provided time zone, as "GMT +03:00" is the wrong rendering for your network's "timezone: GMT + 2 hours 0 minutes". However, all this is outside the scope of the tz database, as it is independent of the NITZ protocol used by cell phones for time zones, and this means the tz mailing list can't help you. So I'm afraid you may have to take it up with Samsung etc. Unfortunately this is not something the U.S. State Dept. is likely to help with. Perhaps you can contact the South Korean embassy in Khartoum, telephone (+249) (183) 580-031 / 2, and ask for their help, and similarly for the countries of the other manufacturers.

NITZ support varies across GSM RANs and appears to be about 50% from what I can find. Also updates are async and vary from after every wakeup to never. Device manufacturers work around this using alternate approaches like SNTP and tzdata. First thing may be for users to ask their telco if their mobile RAN supports NITZ. If not, or the time is off, switch off "network-provided time", set tz manually, and install an SNTP app to keep decent time, but ensure that it does not wake up the phone frequently, or use a lot of bandwidth, as badly written time and location services and apps can cause heavy network use and battery drain. -- Take care.
