Some of these changes do lose useful information. In particular, many timezone abbreviations were changed, and some or all of those changes lose useful information. I also noticed some changes in pre-1970 information, which some people find useful. I live in South Africa, and can confirm that "SAST" is the correct abbreviation here (although I have been unable to find the relevant legislation). By "most other African countries" I expect you meant the same set of countries that use "CAT" rather than "SAST" in Release 2014e. Anyway, the revised patch turned into more research than I expected, but I finally came up with the attached proposal. This patch fixes the problem you noted, along with the other specific problems noted, though it does still turn some zones into links when there's no good evidence for the zones' differences. Perhaps we need to flag the initial LMT offset in each zone, whether specified or linked, rather than explicitly specifying it, so that it can be calculated from the longitude of each location in zone.tab, or for other locations within the area covered by the zone, if the information is being used as part of an application that deals with both space and time, such as old astronomical observations and astrology. -- Take care. That would be good if we were designing the format now, but the problem is backwards compatibility with all the existing systems out there. One possible way around this would be to say that the initial offset is flagged if its abbreviation is "LMT". In this case, which is typical, an application can safely ignore the offset in favor of any better information that it has, such as geographical coordinates. This would bless existing practice and wouldn't require changes to the code or data, though the documentation would need to be changed. (In the current database "LMT" also stands for "Lima Mean Time" and for "Lisbon Mean Time" but these aren't initial offsets -- see Europe/Lisbon and America/Lima.)
