The files ftp://elsie.nci.nih.gov/pub/tzcode2003c.tar.gz and ftp://elsie.nci.nih.gov/pub/tzdata2003c.tar.gz are now available; these fix bad returns in zic.c's inleap function. Thanks to Bradley White for catching the problem! --ado

It would be helpful if these tarballs (or future versions) unpacked their files in subdirectories like tzcode/ and tzdata/, or better yet tzcode-2003c/ and tzdata-2003c/. paul
