The files ftp://elsie.nci.nih.gov/pub/tzcode2003b.tar.gz and ftp://elsie.nci.nih.gov/pub/tzdata2003b.tar.gz are now available. These contain changes (previously circulated on the time zone mailing list) to add a "--version" option (and documentation) to the zic and zdump commands, changes to overflow/underflow checking in zic, and a localtime typo fix. There are also update to the leapseconds and tz-art.htm files. Since it's coming up on one of those times of year, we're likely to have data updates soon. --ado
