From my basic knowledge of French, phrases like "envisage de pratiquer" and "pourrait adopter" make it seem like this is simply under consideration, rather than any finalized decision. Indeed, from the equivalent English-language article from the same agency, it seems "[t]he [South Korean] government is *considering* introducing daylight saving time next summer to kick-start domestic demand." The most amusing sentence in that article is the last one: "Among members of the Organization for Economic Cooperation and Development, South Korea and Iceland have not officially adopted daylight saving time, according to the finance ministry." South Korea's finance ministry apparently cannot bring itself to utter the word "Japan". Less-obvious non-DST users among the OECD include Arizona, Hawaii, Quintana Roo, and Sonora. (Chile is a special case.)
