Regarding the buffer zone, according to this Wikipedia Article (https://en.wikipedia.org/wiki/United_Nations_Buffer_Zone_in_Cyprus)  "Turkish forces built a barrier on the zone's northern side".  So maybe everything north of the buffer zone would be considered Asia/Famagusta and the whole buffer zone plus south of the buffer zone would be Asia/Nicosia.
