We will stay in daylight savings time: http://www.granma.cu/espanol/2005/noviembre/mier9/horario.html. Roughly, this says that the cause for not changing back is of electrical power & fuel savings nature. I have patched my FreeBSD workstation with the attached diff that I made, and AFAICT, this works locally. Can you please confirm and maybe merge into the TZ database? Thanks a lot, Carlos.

Thanks for the heads-up and the reference. Interesting that the Cuban government didn't say "leave the clocks alone in October" until November 9. I assume there was some intermediate announcement? Anyway, I'll propose your patch soon.
