It seems that Romania used the EU rules as of fall 1998. See: http://www.nineoclock.ro/POL/1778pol.html I'm guessing that Moldova syncs with Romania, so unless we get better info I'll propose a patch switching those two countries to EU rules in 1997, the same year as Bulgaria.
