I am not able to download the files from ftp://elsie.nci.nih.gov/pub/.... It says I do not have permissions to view files.

I don't know why, but I'm assuming it's because it now rejects connecting from hosts that don't resolve.
Mark Brader and I just debugged a DNS-related problem he was having in accessing the elsie FTP server. It turns out that he was connecting from a host whose PTR record pointed to a CNAME. This isn't allowed (see Internet RFC 1912 section 2.1). Once his ISP corrected its DNS entry, things started working for him. Apparently elsie's FTP server is a stickler for proper DNS entries from clients that are attempting to connect. This may be why you can't connect to elsie.nci.nih.gov.
