<http://worldtimezone.com/time-russia24.php>, which is pretty reliable in the matter of Russian time zones, says that the following regions are no 3 hours ahead of Moscow: Novosibirsk, Omsk, Tomsk, Barnaul, and Gorno-Altaisk. Most likely Tomsk switched from +7 to +6 at some point, but we don't know when, so I'm inclined just to change the commentary and put Tomskaya oblast' into the Asia/Novosibirsk unless we get more info. Thanks for the heads-up.
