Yes, that would be very nice. Every now and then someone proposes this, and it's a good idea. The most detailed proposal I know of is Royer's; see <ftp://ftp.rfc-editor.org/internet-drafts/draft-royer-timezone-registry-03.txt>. Alas, nobody has had time to do it yet. It'd be a lot of work, unfortunately.
