A more-recent story has Venezuela changing "at midnight of December 31, or the following morning", which is a bit vague, but sounds like the switch is currently planned for at 2008-01-01 00:00 local time. It also reported that when Chavez first made the announcement, he told Venezuelans to move their clocks forward, even though that would have put them at -03:30 rather than the desired -04:30.
