when CNN shows the time for EST it's correct with our own, and when they show it for AST it's different from our own.
Currently the tz database has Dominica using AST (4 hours behind UTC) all year. This matches US Eastern Time right now, since the eastern coast of the United States is observing daylight saving time now, and Eastern Daylight Time is also 4 hours behind UTC. So, if CNN shows US Eastern time as matching your wall clocks today, that agrees with the tz database. If the tz database is right, things will change at 2:00 am on October 31. At that point, your wall clock will agree with Atlantic Time in North America (e.g., the time in Halifax, Nova Scotia). If this isn't correct please let us know.
