[tz] Time zone offset changed in Qyzylorda, Kazakhstan

      Hello there, please consider that
according to https://legalacts.egov.kz/npa/view?id=2000931 time offset 
for zone Asia/Qyzylorda from 21 Dec 2018 must be set to UTC+5 instead of 
UTC+6
