   No, the decree itself states that it takes effect on 2018-10-28,    not on the day of its publication.    Consequently, the Zone changes should also be corrected: +            0:00   Morocco  +00/+01  2018 Oct 27 -            0:00   Morocco  +00/+01  2018 Oct 28 03:00    This only affects the instant when the dst bit is set to 0,    so it is not a serious error.    Michael Deckers.
