If that would provide any reconciliation, the tzdb adopted spelling of "Kiev" does not follow the official Russian transliteration rules either. Russian name "Киев" would be transliterated as "Kiyev" ("е" after a vowel is transliterated as "ye".) As others have mentioned already, tzdb does not use transliterated local names. It uses English names.
